请问一下 SC 可以给父母申请LTVP+吗？

不能
LTVP + ( long term visit pass plus) is only issued to spouses of Singapore citizens or permanent residents. -

当然不可以，给老人ltvp是来这里和子女团聚享受天伦之乐的，没有哪个国家欢迎外国老人来工作的。
