LTVP renew IPA但人不在新加坡

我给父母申请的LTVP renewal批准了，但是父母现在不在新加坡，请问是只有withdraw然后以后再从新申请新的准证了么？可以把他们的证件寄过来我来帮他们办理延期么？谢谢

Your application for a Long-Term Visit Pass has been approved in principle (pending payment), subject to the following conditions:

• the validity of the travel document;
• a valid Visit Pass;
• the results of applicant's medical report, (not applicable to an applicant below 15 years old);
• S$ 30 /- visa fee and S$ 60 /- issuance fee ;
  

and that you are able to furnish the following documents:

• A copy of duly completed Form 14.      
  
• 1 recent passport sized colour photograph which meets the following requirements:The photograph image must be taken within the last 3 months;The photograph should be in colour, must be taken against a white background with a matt or semi-matt finish;The photograph image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features);
  
• Applicant's existing Visit Pass
  
• Applicant's passport.
  
• 1 recent passport sized colour photograph which meets the following requirements:
