收到LTVP IPA，有几个小问题问问大家

1，写的是
Your application for a Visit Pass (Long Term) has been approved in principle (pending payment), subjected to the following conditions:
                                                                                                                                                                                                                                                                                                                                                                                       

• the validity of the travel document;
• a valid Visit Pass;
• the results of applicant's medical report, (not applicable to an applicant below 15 years old);
• S$30/- visa fee and S$60/- issuance fee ;
  

and that you are able to furnish the following documents:
                                                                                                                                                                                                                                                                                                                                                                                       

• A copy of duly completed Form 14.        
• Applicant's passport.
• Applicant's DE Card
• Sponsor's NRIC(Original)
• Sponsor's birth certificate showing the relationship between the applicant and sponsor (Original and Photocopy)
• Sponsor's latest letter of employment stating date of commencement, designation and salary per month. This letter submitted to ICA should be within one month from the date of issue;(Original and Photocopy)
• Sponsor's payslips for the last 6 months (Original and Photocopy)
• Sponsor's CPF Statement showing monthly CPF contribution (My Statement - Contribution History) for the last 12 months;
• 1 recent passport sized colour photograph which meets the following requirements to be pasted on the top right-hand corner of Form 14:                                                                                                                                                                                                                                                                                                                                                                                                                       
                                                                                                                                                                                                                                                                                                                                                                                                                         
  • The photograph image must be taken within the last 3 months;
  • The photograph should be in colour, must be taken against a white background with a matt or semi-matt finish;
  • The photograph image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features);

This In-Principle Approval (pending payment) is valid till 23/12/2017. Please make your payment by VISA/MasterCard Credit/Debit Card; or American Express Card (AMEX); or Internet Banking (Citibank, DBS/POSB or UOB) before this In-Principle Approval expires.


我比较纳闷的是：这个意思是说我必须12月23号前在网上把钱付了，还是说，我必须在12月23号前提交所有资料？整封信就说要准备哪些资料，但完全没提去哪里提交，哪一天提交，我有点迷糊了。
所以我的猜想是：我在12月23号前把钱付掉，IPA继续有效，然后我再预约时间提交资料？
