M & E Engineer (good salary)

I am looking for a Mechanical & Electrical Engineer. Salary in the market ranges from $3500 - $6000, depending on his experience and qualification. It will be determined and discussed face-to-face.
He must have experience in this field, ideally local experience, but acceptable if foreign experience. It would be best if he has worked in Singapore and is currently looking for employment. He is required to have a sound command of English, as it will be the primary language of communication when working.
