屋主报HDB出租整套后,租整套的房客里面有新公民居住,有没有水电费津贴？

我家是租整套的，孩子20年就入了新公民，可是屋主一直没去改信息，因为PR跟公民是一个IC号。
可我的中介说这个是给屋主的，租整套是没有的，我打去SP问，第一次客服说有，第二次客服说租房有很多种，租整套是没有的。
我有好几个朋友租房都有，迷惑了！
租房的朋友来说说你家拿到了吗？是什么情况？
根据以下两处的说法，应该是有的。

都不容易啊。100块钱的补贴有就拿没有就算了，我个人理解 租房子是没有的，这个是给屋主的。不是给租客的

有拿 的话可不止100哈，一年好几百呢问题是为啥好些租房的有拿到啊？

有的屋主还保留他的地址在租房哪里那么优惠券就会邮寄去那，租客可以拿来用，有的把地址换去新家了比如公寓，那么优惠券就邮寄去新的地址咯。

不是券哦，是水电费单上直接扣的。

有明文规定啊~~~~~~~~~~~~~~~~~~What is the eligibility criteria for receiving U-Save rebates?
The Ministry of Finance sets the eligibility criteria and your HDB household has to fulfil the following conditions to be eligible:
a) If you own and live in your HDB flat, there must be at least one Singapore citizen owner or occupier in the flat; or
b) If you partially sublet the HDB flat that you own and live in, there must be at least one Singapore citizen owner or occupier in the flat; or
c) If the entire flat is sublet to you, there must be at least one Singaporean tenant;
d) HDB flat owners/tenants must have the utilities account opened by the 15th of the previous month to qualify for the grant in the following month
AND
Immediate family members living in the same flat must not own or have any interest in more than one property.

水电账户名字是谁

水电账单是谁的名字？如果水电改成自己的，应该是有的。

如果水电签在新公民的名下，帐单名字是新公民的就有xmlzj

水电费帐单是主承租人的名字，因为孩子虽然是公民，没满21岁

不知道孩子是公民是怎么算的，我有知道的，老公pr，老婆公民，承租人和水电是老公名字，依然会有折扣的。
或者可以把水电改成孩子的名字？
