现在用SAVE帮家人申请VISA要交FORM14A？

最近帮家人申请VISA,看到ICA网站上如下说明:

This facility allows you to submit a visa application online through your local contact.

You will need the following information to complete the application

　Your Passport NumberYour Date of Passport ExpiryForm 14A　duly completed and signed by applicantApplicant’s photograph (a recent passport-sized colour photograph to be taken within the last 3 months and must be taken against a white background with a matt or semi-matt finish. Photograph image must show the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features)).

Failure to provide any of the required information may result in a delay or rejection of the visa application.

有人最近申请过吗？以前都是秒批，这次都一天了还pending,是不是要跑去ICA交Form14A?
