SAVE eVISA需要入境前30天内申请吗？

下面这个要求是新的吗？到底e visa怎么算的啊？ 批准那天就开始算有效期吗？ 必须要在入境前30天内申请吗？ 现在可以申请10月份过来的visa吗？

Submission through your Local ContactYou can also submit your application through your local contact if he/she is a Singapore Citizen/Singapore Permanent Resident who is at least 21 years old and has a SingPass account. Please submit the visa application within 30 days prior to arrival in Singapore. Your local contact is required to furnish his/her passport details in SAVE.
