本地出生的跟出生证号码一样每年大概40k个出生，前两位是年号，第三位0，1，2，3大概对应第一，二，三，四季度

换成坡籍的同学序列号比较大，这里大部分人第三位都是7，不知道有没有6，但是应该有8的

这个我有研究过关于ic号码，抛开那些早期的土著，自从以出生年份做为NRIC的前两位后，后面的5位数字实际上就是该年份你是多少多少位注册NRIC的意思，所谓第三位表示月份或者是季度的说法应该不成立
