(联合早报网讯)下星期一(20日)公布的财政预算案预料将会有与拥车证相关的新宣布。
陆路交通管理局今天上午发文告说,本月第二轮拥车证公开投标活动将延至下星期三(22日)中午12时开始,星期五下午4时结束。每月两次的拥车证投标活动向来都是在星期一开始,一连三天让有意买车者竞标拥车证。
陆交局文告说:“鉴于即将公布的新宣布,2月第二轮投标活动将延期,更多详情会在适当的时候公布。”
财政部长王瑞杰将在下星期一下午3时30分,在国会发表2017年财政预算案声明。下周可供投标的拥车证配额共有4576张。

The details of the February 2017 second open bidding exercise for Certificates of Entitlement (COEs) are as follows:
Tender opens: Wednesday, 22 February 2017, 12 noon
Tender closes: Friday, 24 February 2017, 4.00 pm
Tender results: Friday, 24 February 2017
(Available on the www.onemotoring.com.sg website)
The second February bidding exercise is postponed in view of an upcoming announcement. More details will be shared in due time.
The total quota available for this tender is 4,576 for the following vehicle categories:
NON-TRANSFERABLE CATEGORIES:
Category A : Cars (up to 1600cc & 97kW (130bhp))

Category B : Cars (above 1600cc or 97kW (130bhp))

Category D : Motorcycles

TRANSFERABLE CATEGORIES:
Category C : Goods Vehicles and Buses

COEs for categories C and E are valid upon receipt until 31 May 2017 whilst COEs for categories A, B and D are valid until 31 August 2017.
Bids can be submitted through the Automated Teller Machines (ATMs) of DBS/POSB or the Internet Banking facility of UOB.
The bid deposit for COEs in Categories A, B, C and E is $10,000 per bid while that for Category D is $200 per bid.
During the bidding exercise, bidders can check on the status of their bids and revise their reserve price using these banks’ services or the LTA Open Bidding website (https://ocoe.lta.gov.sg).
Members of the public can check the current COE price on the ONE.MOTORING website (http://www.onemotoring.com.sg) or on the MyTransport.SG Mobile App (download the App “MyTransport Singapore” via the Apple App Store or Google Play).
Although the COE Open Bidding System has been designed to handle large numbers of bids, transmission of bid data through the system could be delayed by external factors. Hence, members of the public are advised to bid early, as the system will only process bid submissions or reserve price revisions that reach the processing system before the closing time at 4.00 pm on 24 February 2017. Bid data that is sent to the processing system at the last minute, but fails to reach the system before the closing time will not be processed.

There is also talk that the government will lower the annual vehicle population growth rate further. It is now 0.25 per cent, and the possibility of zero growth has been raised before by Senior Minister of State, Josephine Teo.
The other widely expected change is to the Carbon Emissions-based Vehicle Scheme. As first reported by The Straits Times, the government is looking to inject more criteria into the scheme which dishes out tax rebates and surcharges according to how much carbon dioxide a car emits.
New pollutants being looked into are hydrocarbons, fine particulate matter, carbon monoxide and nitrogen oxides.
And with recently announced rules for private-hire cars, there is also talk the government might bar private-hire operators from bidding directly for COEs. Private-hire players such as Uber and Grab have been blamed for pushing COE prices up in the last two years when they started buying new cars to grow their fleets.
Taxi companies are barred from bidding. Instead they pay a prevailing quota premium for new cabs. -

早上收到马自达sales的sms, 估计车又要涨价了Good Morning Sir/Mdm , this is *** from Mazda Leng Kee . Just a update that with the latest LTA announcement ( in the evening news) , that the COE will be delayed for this round bidding is a tell tail sign that they are going to implement something drastic to the coe system . With this move , motor trade industry are very skeptical that it will benefit the new car buyers hence most of the big brands including mazda will be increasing their price after this weekend ( on Monday ) . Many may be coming in to purchase during this weekend . So if you are still interested , do just gimme a advance text so that I may arrange to attend to you sir/Mdm. As showroom maybe crowded for this weekend or most sales consultant maybe attach to their appointments . Have a wonderful day ahead , cheers from Shanty.
